[Hcom] Monthly HosCom Test

It was suggested that we do our hospital test only once a quarter.   I am
inclined to agree because of our busy schedule here in Kent County with a
lot of us doing SAR and RACES.   Also I don't see the price of gas dropping
off tomorrow either.    Please do a reply and vote "yes" if you think it is
a good idea or "no" if you think we should continue to do it every month...
